This paper seeks to analyze the ways with which social skills become signified from supranational organizations (Εuropean Commission, European Commission - Cedefop, OECD-DeSeCo). In further, it explores the relation between social skills and literacy, since it attempts to approach it in accordance with the field of New Literacy Studies, by placing emphasis in distinguishing between contextualized and detextualized skills of the national and supranational educational policies of lifelong learning.
