Quantitative national vitality factor (NVF), describing the main trends of society’s historical evolution, is regarded in the paper from the point of view of principal indicators of social system’s successful development. Some of them can be managed by man. Being numeralized, they can be represented in the form of 3-D mathematical construction. In this context, quantitative indicator of NVF is considered as a factor, transforming 3-D surface. Thus, there appears the methodology of complex social system’s governing. In the first instance it depends on historical specificity of country’s socio-economic, cultural and political evolution, reflected by NVF, which is different for each nation.
